Consider a change when repeated evidence shows the current arrangement does not fit demand, costs, service capacity, permissions, or your objectives. Test plausible alternatives and their obligations before acting. A single weak period rarely establishes the answer.
Document the decision threshold and implementation plan. Strategy should change because the evidence changed, not because a new promotional model sounds easier.
