List significant operating risks, their potential consequences, prevention measures, response procedures, responsible people, and remaining exposure. Include permissions, property condition, financial shortfalls, staffing, and service interruptions. Insurance is one control among several, with its own limits.
Review the register after incidents and changes. A useful register prompts concrete work instead of simply labeling every risk low, medium, or high.
